Dear Sirs/Madam,

Expressing sincere respect to you, I bring this issue to your attention and consideration, with the last hope for assistance and advice in a really unjust story in the period since 2005, which still exists between the Armenian company "Global Mineral Resources Armenia Limited" (General director GMRAL, Mr. Robert Argushyan) and the British company "Global Steel Holdings Limited" (President GSHL, Mr. Pramod Mittal, the brother of Indian billionaire Lakshmi Mittal).

Please accept my open letter as an appeal for restoring the justice and breach of civil rights.

Our company, "Global Mineral Resources Armenia Limited" was registered in Yerevan, Armenia in November 2005 as a subsidiary company of "Global Steel Holdings Limited". The GSHL employees agreed to the obligation of annual payment of a State Tax (1,500 USD) for use of the word Armenia' in the name of GMRAL company.

This fact is evidenced by signatures of GSHL's senior managers in the application to the bodies of State register of Republic of Armenia.

Enormous work has been done by management of GSHL and of GMRAL to prepare metallurgical and others business-projects across Armenia.

One of the results of this work was the organization of meeting of Mr. Pramod Mittal and the Prime Minister of Armenia in 2006 where agreement was made. GSHL agreed to invest 500 (five hundred) million USD in the economy of Armenia.

However Global Steel Holdings Ltd and Ispat Industrial Ltd. company exploited the knowledge and experience of first class Armenian experts for 2 years without paying a cent for their work.

Payment of the State Tax (1,500 USD) for use of the word Armenia' in the name of the company GMRAL for 2005 - 2006, as well as for many other expenses, has been made from my personal funds, under the condition of indemnification of money resources from GSHL, according to the arrangements and contracts between the two parties.

Those expenses have not been compensated by GSHL till today.

The only time that the payment of the State Tax (1,500 USD) for use of the word Armenia' in the name GMRAL has been made was by the Ispat Industrial Ltd. manager Mr. Ramesh Bhatawdekar in 2006 - 2007. For the next years, 2007 - 2008, 2008 - 2009, payments of the State Tax from GSHL were on a regular basis ignored, disregarding all our letters and appeals to the address of GSHL.

In 2009, I, as the Director of GMRAL, was arraigned to the administrative responsibility under the claim of tax police of Republic of Armenia for collection of the sum of 3,500 USD (with penalties) for not paying the State Tax for 2007-2008.

Numerous letters and appeals to London and to India, to the address of the British company "Global Steel Holdings Limited " and entering into this holding Indian company IspatInd, about default of financial and other obligations (compensations for the made charges, payments for the maintenance of legal office, the salary of employees, payments of state and other taxes, etc.) remain unanswered.

The same thing happened to the last letter including all 77 documents, directed to the address of family Mittal, from January 17th, 2010.

As a consequence I have been compelled to sell my personal property to pay the taxes and penalty.

I ask you to read these letters where each page tells about a real and unjust story, with heavy legal and social consequences where one big company of an international scale presumes to act unashamedly, abusing the rights of a weaker company.

We need your help and support in dealing with the British company "Global Steel Holdigs Ltd" who is violating human rights and dignity.

Perhaps, you will give the consent to carry out a journalistic and/or legal investigation of this case, maybe you will authorize for my personal appointment to you, maybe our letter will remain without attention, but we wish to hope and believe in a MIRACLE!

Being the citizen of Russian Federation, I ask for help from President D. Medvedev and also from President of Armenia S. Sargsyan considering that I am heading an Armenian company, I work in the field of development of metallurgical projects and I live with my family in Armenia where unfortunately the fate brought me together with above mentioned "world famous" British company, the president and owner of which is Pramod Mittal.

On all our requests and demands the lawyers of GSHL and British company Sidley Austin LLP have passed to a language of threats and insults addressed personally to me.

I asked Sidley Austin LLP to not apply in the further aggressive rhetoric in my address that contradicted the philosophy of the company and its 150 years history and to get to constructive dialogue.

However, several top managers of GSHL, one of them being Mr. Pasha, provoke Mr. Pramod Mittal to unpredictable actions. Similar stories connected to the GSHL Company also happened in Bulgaria, Nigeria and Georgia.

It is necessary to note, that in 2006, through UK Embassy, the GSHL company invited me to London office to discuss the budget and program of works in Armenia (invitation is attached). I have received the visa in the UK Embassy in Yerevan, however the trip did not take place due to absence of financing from GSHL.

I am not an extortionist and I am not asking GSHL for charity, I simply ask them to give me back my money which was spent in the GSHL interests from my own, personal funds under guarantee of return from GSHL and to carry out all financial obligations before Armenian company GMRAL in the full amount. I would like to solve this problem in a civil way.

In addition to the financial losses in the sum of 674,000 (six hundreds seventy four thousand) USD, moral damage has taken place which by our estimations amounts to 30 million USD, considering that companies "Global Steel Holdings Ltd" and "IspatInd" have crushed mine and my colleagues' Honor, Dignity and excellent Reputation hard earned during our working life.

Now we have no personal resources for protection of our rights in the London Administrative Court, because I have been forced to sell my personal property for repayment of debts against the State under decisions of Administrative Court of Armenia in order to avoid the shame and humiliation.

I ask the journalistic group at Voice of America and other mass media to analyze the situation and to make the commission to the independent lawyers to investigate attached documents and a question of conformity of written statements of Global Steel Holdings Ltd lawyers and attorneys regarding GMRAL Company in Armenia, stated especially in the last 2 letters of Sidley Austin LLP Company in our address.
